Yes, you can. The USB-C 3.1 port on Microsoft Surface Laptop 3 does support smart charging along with data transfer and video out capability. It supports USB Power Delivery revision 3.0 which supports 4 different power rules (5v, 9v, 15v, and 20v) with the ability to supply power up to over 45W.

Are you sure about your answer, meaning, have you tried to charge the surface using USB C charger. The USB C 3.1 power delivery, as Microsoft puts it, can be used to charge other devices (power going out) quicker by using the power from the laptop. So basically you can charge your iphone faster with the uSB C port than you can with the regular USB port which is right next to it. This is what I understood from MSFT’s specs. I really hope that MSFT Surface Laptop 3’s USB C port can be used to charge (even though slow compared to the surface connector) the Surface. but I have not seen evidence of it. Thanks.
I am currently trying to charge my surface laptop via USB-C and it is not charging the laptop at all.
Maneesh, I own the late 2020 Surface Laptop 3, with USB 3.1 (pretty sure it’s not 3.2 and def not Thunderbolt ) and I’m currenlty charging my Pixel 3 XL (rapidly, according to my pixel) from the laptop
I used to own a different laptop that used a 45w usb-c charger and each of these chargers charge the laptop (I haven’t tested speeds). The two that I”ve tested so far are the 45w Dell xps 13 charger and a different spare Samsung 45w.
